A .dmg file is a UDIF disk image: a container holding one or more compressed data blocks that in turn hold a filesystem, usually HFS+ and occasionally FAT or APFS. That is why Windows cannot open one and why a plain unzip tool fails — the contents are not zipped, they are a whole volume inside an image.
